"The man" has special meaning here. It's original Hebrew word means "a representative example of a Godly person."
When a teammate scores the winning goal, you might tell him "You're the man!" In Jack Black's movie School of Rock, students are encouraged to tell the principal to "stick it to the man." In either case, the word "man" has significance ...
Blessed is THE MAN
who walks not in the council of the wicked,
nor stands in the way of sinners,
nor sits in the seat of scoffers;
but his delight is in the law of the Lord,
and on his law he meditates day and night.
(Psalm 1:1-2 ESV, emphasis mine)
who walks not in the council of the wicked,
nor stands in the way of sinners,
nor sits in the seat of scoffers;
but his delight is in the law of the Lord,
and on his law he meditates day and night.
(Psalm 1:1-2 ESV, emphasis mine)

vv1-2 Remember too that the Hebrew word BLESSED is one bookend. The other is THE LORD and HIS agenda. They are directly related.
